Software & Hardware development boards come in handy when developing a proof of concept, during prototyping. This is because they afford unrivalled flexibility, which means you can experiment or change a project as many times as required, and connect to other hardware to achieve the client's aims, at relatively less expense.
It also means you can test operational parameters without breaking anything. If the project specification changes, or a new addition feature is added by the client, you can more easily add the new requirements, without having to start from scratch.
